I don’t know who made this tool. Thomas Horsley was an inventor.

Most of his loading tool inventions were carried out by Dixons.

 

David Baker in his book “Cartridge Tools” thinks highly of Horsley.

On page 4 he states with regard to the Horsley’s Patent (De-) Capper:

The final claim in this three-part patent is for the twin-pillar tool which was to become the worldwide industry standard.(See UK DIXON CAP 1181)

I doubt this. I think that this type of capper was already very common in France before he patented it.

It is the same with this bench closing tool. The system was very uncommon for the UK but very usual in France. So he patented it in the UK.

 

Note that the UK MIS HORS BC 001 tool has no guide for the shell holder. The UK MIS HORS BC 002 on the other hand has no brandname but does have a guide for the shell holder.
